Of the two I would certainly go with the Joker. Only because Zod turned out to be kind of a wimp. He had super powers and two henchmen and still got owned by superman. Plus his outfit borders on 70's pornstar. Joker gave Batman all he handle, plus he blew a hospital that takes balls to.
